Subject: Revert "Make manpages generation optional"

The commit broke the release tarballs. I need to find a solution to
allow people to build from git without ronn, but this patch needs to be
reverted for now.

This reverts commit 732f74f3b4cd13bdf393c716c0c350ca9bf34f4c.
